Basic Docker image has 5 layers instead of 4

Starting with EAP 7.1.0.DR6, we see failing test which counts Docker layers in basic image.

The expected value for layers count is 4. Currently the image has 5 layers.

Expected layers:

• RHEL
• + jboss user
• + Java
• + unzipped EAP
