Use JBOSS_CONFIG_DIR for embed_server command

    Description

      embed-server does not take into account the JBOSS_CONFIG_DIR environment variable nor the jboss.server.config.dir property. Since you can have configurations in different places, embed_server can only be used in standard installations.
