Binding mod_cluster management to any-address advertises proxy address as 0.0.0.0 to clients

      Creating this issue to disallow configuring an any-address, i.e. a wildcard address. The reasons beings that clients won't be able to register with proxy with address "0.0.0.0", moreover such setup could be insecure.
