Changes needed in 4.3.2. Example logging.properties File

Issue description:
(1) The section name is misleading because it does not only contain the example file. It describes how to configure logging.properties file + shows an example. Currently the configuration options are a bit hidden after the example.

(2) handler.<name>.<property>=<value> - Set the value of the named property.
There is no information which properties can be configured. The properties are listed and described in Configuration Guide - Appendixes A.13 - A.20.

Suggestion for improvement:
(1) Rename the section to something like Configuring logging.properties and move the example to the end of the section - after the configuration options.

(2) Add a reference to Configuration Guide for handler properties options.
