jbossws-common contains own Base64 implementation

https://github.com/jbossws/jbossws-common/blob/master/src/main/java/org/jboss/ws/common/utils/Base64.java is our own implementation for Base64

I would suggest to use JDK 8+ based implementation - https://docs.oracle.com/javase/8/docs/api/java/util/Base64.html

When I searched for usage o org.jboss.ws.common.utils.Base64 I found only https://github.com/jbossws/jbossws-cxf/blob/master/modules/server/src/main/java/org/jboss/wsf/stack/cxf/security/authentication/callback/UsernameTokenCallback.java#L32
