PicketLink's Partition Manager fails due to several permission failures when running with Security Manager enabled

    Description

      Partition Manager when running with Security Manager enabled fails due to several permission issues, see WFLY-6188.

      I will attach a PR which fixes some of them. I believe those are worth fixing. Perhaps there might be introduced a new custom runtime permission which will guard these privileged blocks, i.e. something like RuntimePermission("buildPartitionManager").
