Minor Subchapter 4.3.4. Message Redistribution only says, message redistribution can be activated by setting message-load-balancing-type to ON_DEMAND. However there are 3 possible values of this attribute, ON_DEMAND, STRICT and OFF. Explanation of these values should be added in 4.3.4. Message Redistribution chapter. Artemis documentation contains explanation of possible values.
