Javadoc title starts with alone quote mark, e.g.
"Red Hat JBoss Enterprise Application Platform 7.0.0.GA public API
This may cause bad impression on customers.
This was originally reported as part of JBEAP-3620 but verified was only the main objective of the original jira (to change from Alpha1 to GA).
