There are other examples of pom.xml files with Maven dependencies in Development Guide. Some of them directly say that user should use BOMs for dependency management, some of them don't say it and just use it. They may be all correct, but I think that these examples should be consistent in the entire book. The reason why they are so different is that probably different writers and QE worked on them. Therefore I suggest:

Agree on which of the examples is the best one.
Modify all examples to be consistent with the selected one.
Make sure that when a new example is added in the future, it will use the agreed structure.
