This should be documented in chapters related to configuration of Artemis resource adapter in EAP 7 and rebalancing.
As discussed in jira JBEAP-2773 we need to documnent behavior of rebalancing of inbound
connections in HA topology.

The main point is to document that if there is only live/backup pair (and no other live in cluster) to which is another server with MDB is connected (inbound connection) then if live is cleanly shutdown then server with MDB will not failover to backup but retry connection to live server until reconnect-attempts is reached (by default it's indefinitely) or restarted.
