WFLY-19550 added logic that handles suspend/resume by reconfiguring distributed caches to use a "suspended" configuration (with zero capacity) while the server is suspended.
An unfortunate side effect is that services with cache listener registered will no longer receive cache events following cache restart. To remedy this, we need to collect listeners and register them with the cache following restart.
