Related to https://issues.redhat.com/browse/JBEAP-29840 an issue has been discovered that if dependencies for the plugin change the plugin needs to be rebuilt, this then needs a second pass through the pipeline for the correct plugin version to end up in the proposed manifest.

This JBEAP is to look at how we can unravel this.
