The prod builds of io.reactivex.rxjava2:rxjava are missing license info in the pom.xml files (the upstream builds contain this information). This breaks EAP build when after upgrading to the prod build of this component.

To avoid the build failure, license info can be supplied in the licenses.xml file in the EE galleon feature pack.

(Eventually, the prod builds should be fixed to contain the license info in pom.xml file, but prod doesn't have the capacity to resolve this atm.)
