[GSS](8.0.z) WFLY-19881 - Undertow does not allow OPTIONS * while the server is starting

      While the server is starting, it is not processing requests and queuing them instead. However, mod_cluster uses a ping mechanism based on OPTIONS * request to check for the connector availability, which results in staggered start.
