Add procps-ng to EAP 7 runtime images

      The EAP 7 runtime image that is the base image for EAP 7 applications containers is missing the procps-ng package.

      Without this package and the `ps` tool that it installs, it's cumbersome and complex to be able to get detailed information on the container processes.

      Adding it by default to the runtime image would significantly simplifies user operations to gather process information from their applications.

      A downside of adding this package is that it increases the surface attack of EAP 7 containers and would require respin for any new security fixes for the procps-ng package.
