EAP XP5 maven repository contains artifacts without implementation/specific version in the manifest

      The following artifacts in the EAP XP5 maven repository zip have manifests with a missing implementation or specification version.

      org/lz4/lz4-java/1.8.0.redhat-00004/lz4-java-1.8.0.redhat-00004.jar
      org/eclipse/microprofile/lra/microprofile-lra-api/2.0.0.redhat-00001/microprofile-lra-api-2.0.0.redhat-00001.jar
      org/apache/qpid/proton-j/0.34.0.redhat-00001/proton-j-0.34.0.redhat-00001.jar

      These were not built by the EAP productization team and were mostly consumed by us as a result of version alignment.

      This fails the C11-K check from the Prod Core Team Gates stating:

       
      "Implementation-Version" and "Specification-Version" entries in manifest SHOULD BE present (especially if the Product is provided via RPMs and ZIP distribution like EAP)

      We should try and unify the way we build our artifacts across the different teams to comply with the requirements defined by the prod gates.
