Tests results for JBossWS indicate run on Windows is up to 4-times slower than on RHEL

I noticed, that testsuite for JBossWS is running much slower on Windows than on RHEL.

This creating this Jira to capture that in case it might be evaluated as some performance issue.

I acknowledge execution time depends on many variables like connectivity, hardware specs etc. We use virtual nodes for our testing, 2vCPU + 4GM for both of these in our CI runs and we see RHEL testing taking around 12 minutes, Windows testing taking around 40 minutes.
