When checking licenses.xml with:

xmllint --xpath "//dependency[version ='Not Installed' and source = 'jboss-eap-installation-manager-feature-pack-licenses.xml']" docs/licenses/licenses.xml

It lists these artifacts:
wildfly-common-ee-dependency-management
wildfly-legacy-ee-bom
wildfly-standard-ee-bom
wildfly-ee-galleon-pack

There are two issues with this:
1) they are not in EAP zip (no JAR for them)
2) they have "Not Installed" version in licenses.xml (seems related)
