User password validation doesn't match its description

      on Create Administrative User screen, the tooltip for password fields says:

      For minimal security, the password should be at least eight characters long, with one alphabetic character, one digit, and one non-alphanumeric symbol excluding "&".
      

      When password is missing of of those qualities, the warning validation message is shown under the password field box.

      However, it doesn't check for alphabetic character, eg. "12345678*", even when tootip says otherwise.

      Expected:
      Password input "12345678*" results in warning validation message under password field and trigger warning dialog about confirming weak password.

      Actual:
      No validation message, no warning dialog with weak password message.
