Steps to Reproduce:

Hide

1. Install with latest Installer build and Log in to the Management Console.
2. Click the Settings link button in the lower-right corner.
3. Check & Select the required language from the Locale selection box.

Actual results:
Backend is WildFly Application Server and Missing Locale selection in Settings.
Cannot change the Language of the Management Console
The management console is English.

Expected results:
1. The Locale selection box should be in Settings dialog.
2. Backend should be JBoss EAP and can change the Language of the Management Console.
