[QA](7.4.z) When executing a test with logging.properties file in src/test/resources the properties file seems to be ignored

      When executing a test with logging.properties file in src/test/resources the properties file seems to be ignored as it does not create the file defined in handler.FILE.fileName paremeter. This seems to be a regression in comparison with the previous version.
