EAP 7.4 removed support for the MicroProfile Config, Health, Metrics and OpenTracing subsystems. But servers running in admin-only mode should be able to boot so customers can take their existing configurations and migrate them.

The MP Health and MP Metrics subsystems should have 'migrate' operations added that add the wildfly-health or wildfly-metrics subsystems and remove MP Health and MP Metrics.
