[DDF] Subsystems microprofile-metrics-smallrye and microprofile-health-smallrye (and other microprofile-*) were tech preview

Subsystems 'microprofile-metrics-smallrye' and 'microprofile-health-smallrye' (and other microprofile-*) were tech preview in EAP and move from EAP to EAP-XP, so where we say they are no longer available, we should also indicate you can get EAP-XP to use them.

EAP does include a 'metrics' & 'health' subsystem which is supported in EAP (these are different from the microprofile-* subsystems)

None of these: 'metrics', 'microprofile-metrics-smallrye', 'health' and 'microprofile-health-smallrye' are supported in domain mode, they are only supported in standalone mode.

We should also make sure we document the 'metrics' & 'health' subsystems that are supported in EAP.
