[EAP 8.x] Remove jakarta.xml.ws:jakarta.xml.ws-api dependency

    Description

      Originally we used the jakarta.xml.ws:jakarta.xml.ws-api dependency. However, it was determined we need to use a privileged action for service loading requiring a fork. When we added the fork, we missed removing the original version we were using.
