Simplify RFE descriptions in 7.4 beta release notes

Many of the RFE descriptions in the 7.4 beta release notes do not use the cause, consequence, fix result pattern. We need to simplify these descriptions to make sure the bug fix descriptions are written in CCRF format, and the rest of the enhancements should be simplified to not use the inverse of the fix in the description.
