(7.4.z) CLOUD-3531 fix is not present in eap73 templates branch

jboss-eap-7-openshift-image templates repository branching:

• https://github.com/jboss-container-images/jboss-eap-7-openshift-image/tree/7.3.x/templates - development branch
• https://github.com/jboss-container-images/jboss-eap-7-openshift-image/tree/eap73/templates - branch refered by a documentation
• https://github.com/jboss-container-images/jboss-eap-7-openshift-image/tree/EAP_731_CR1 - tag on 7.3.x tested by QE
• ...

My understanding of the process was that 7.3.x is used as a development branch, once QE finishes the testing, the verified content (tagged by EAP_731_CR1 in this case) is merged into eap73 thus it's made "public" to the customers so they can use it with the latest released images. However looking to the https://github.com/jboss-container-images/jboss-eap-7-openshift-image/tree/eap73/templates, it's quite obsolete (the last commit was on Apr 22) and e.g. the fix CLOUD-3531 (JBEAP-19096) is not there.

Note there is also another repository with the eap73 templates branch - https://github.com/jboss-container-images/jboss-eap-openshift-templates/commits/eap73 - but this is not the one referenced from the documentation, also I'm not sure how much up to date is that one (or whether this branch should be even used by users).
