We have already had similar discussion with XP where elytron is used by default [1]. And I was complaining there about inconsistent behaviour.

But AFAIK in CD still legacy should be used. So is this expected this behaviour has unified? Was there any issue changing legacy security behaviour?

In context of migrating from 7.3.x image to 7.4.Beta that could mean migration issue. How will we cover this?
