[GSS](7.3.z) HAL-1714 - Patching tab is no longer displayed at domain mode

      After to applying the 7.3. Update 3, the "Patching" tab option is no longer displayed at domain mode from Management Console.

      It is shown when running EAP in standalone mode, but, not when in domain mode, although the Patching tab could be reached via http://localhost:9990/console/index.html#patching
