[Bootable JAR] cloud is not supported by the dev goal

When packaging a server in dev mode, the cloud support is not taken into account. This creates a diff between the sequence package+run and dev. dev mode should be fully aligned with package.

In an ODO context we want to offer dev mode for cloud.
