(7.3.z) Maintenance of "management" Galleon layers

    Description

      This issue is to clean up the management Galleon layers to ensure management is always secured with a preference for WildFly Elytron.

      This is to backport the following upstream PRs:
      https://github.com/wildfly/wildfly-core/pull/4295
      https://github.com/wildfly/wildfly-core/pull/4296
