[DOC] Table 3.1 is missing on 7.3 "Configuration Guide" doc

At "3.2.3. Setting Add-User Utility Password Restrictions" section,
there is a "table 3.1" which describes the attributes for password restriction in Japanese version.
But in English version, the table is missing. The table for English version needs to be added.
