Web Console forces user to set security domain even for external identity provider

      Using Web Console go to Configuration > Subsystems > PicketLink > on Federation click Add

    Description

      Security domain is required field in the 'create federation and identity provider in one step' window since there is no 'Is external?' checkbox as was in EAP 6.4.x HAL.
      This is UX regression compared to EAP 6.4.x.
