[DOC bug] no Descriptions for add-user.properties

<JBOSS_HOME>/bin/add-user.properties exists as a function of password validaation.
However, threre is no explanation for the usage, how it will works and can configure the check level in the product documents.
So we need to add the article of this property file to the product document.
