Offliner file should reference galleon maven-plugin and its dependencies

    Description

      The version 4.1.2.Final of galleon maven-plugin should be added to the offliner file. This would be the maven plugin used when doing galleon provisioning during Openshift s2i. This would remove the burden to download it at s2i time.

      This implies upgrade of galleon and galleon-plugins.
