Upgrade the org.jboss.logmanager:jboss-logmanager from 2.1.7.Final to 2.1.12.Final.

Diff https://github.com/jboss-logging/jboss-logmanager/compare/2.1.7.Final...2.1. Note that between 2.1.9.Final and 2.1.10.Final this was the change to ensure Maven was using https. Note this uses a higher version of jboss-modules (~~LOGMGR-248~~) however no new features are used.
