Description of problem:
[ALL LANG][Management Console] Missing Locale selection in Settings.

How reproducible:
100%

Steps to Reproduce:
1. Log in to the management console.
2. Click the Settings link in the lower-right corner.
3. Check & Select the required language from the Locale selection box.

Actual results:
[ALL LANG][Management Console] Missing Locale selection in Settings.
Cannot change the Language of the Management Console
The management console is English.

Expected results:
1. The Locale selection box should be in Settings dialog.
2. Can change the Language of the Management Console
