[RN] Add incorrect license info to release notes

Description

    As requested in JBEAP-13740, add something like the following note to the release notes:

    Please note that eap7-jboss-jaxrpc-api_1.1_spec package have wrong license stated in license.xml file. Correct license information should be CDDL or GPLv2 with Class Exception.
