rhn-support-pnag reported that the support team found a problem with the "EJB Server Configuration Changes" section of the Migration Guide. It mentions the use of the `migrate` operation, and since that operation is not available for the `ejb3` subsystem, it can be confusing. We need to clarify the deployment exceptions are due to the fact that there are differences in the configuration between the releases and that the old configuration is not updated.

This fix needs to be applied to both 7.0 and 7.1.
