The concept of a principal-decoder is now obsolete as it can all be handled by a principal-transformer.

PrincipalDecoder should be removed entirely and ensure everything is mappable as a principal-transformer.

This will have the added benefit that we can map into mechanism configurations and avoid redundant decode specs for mechs that don't need a decoder.
