The description of feature Servers Start in Suspended Mode should mainly focus on the option that server can be started in suspended mode and what it means (mode where all outer requests are rejected similarly as with graceful shutdown.

Also there needs to be better wording regarding the default behavior. Which is that during server boot server is put to suspend mode till all services are started and then it is automatically transitioned to the normal mode
