port offset does not work

      steps:
      1. download and install a new EAP 7.1
      2. create a new server runtime in studio. configure the server port offset as 100, see attached
      3. start server in studio

      expected result:
      the server should start with the offset as 100

      actual result:
      the server still use default port to start (no offset)
