release updated JBoss Central content for 4.1.1.Alpha2 / 7.1.0.Alpha2

When we release JBT 4.1.1.Alpha2, we can update this [1], [2] to point to the new 4.31.0.Alpha1 Central TP [3], [4] instead of the older URL [5].
