Steps to Reproduce:

Since it will take a while to see content of new descriptor in central I have added it as an attachment.

1. add JPP 6.1 runtime
2. Add new project example site in Preferences -> Project Examples. Choose attached descriptor
3. Open project examples wizard
4. check "show experimental sites" and choose added site
5. try to create Navigation API Portlet and see sever/runtime requirement

With new portal applications descriptor I can see that requirement for JPP 6.1 is never fulfilled even if JPP 6.1 runtime is added.
