Steps to Reproduce:

It is replicated only on windows:
1. EXECUTE: Create C:\Tempó
2. EXECUTE: Start cmd (Windows Command Processor)
3. EXECUTE: In cmd execute 'set TMP=c:\Tempó'
4. EXECUTE: Install jbds as 'java -jar jbdevstudio.jar'
5. ASSERT: Installation is sucessful

to see console commands execution start jbds as 'java -DTRACE=TRUE -jar jbdevstudio.jar'

How reproducible:

Start installation using

java - jar jbdevstudio-product-universal-5.0.0.v20120615-1714-H213-GA.jar

Actual results:

Installation is not passing at step 7 of 9, progress 1 of 4.
