Error when opening file in VPE Editor on MS Win XP.

      When trying to open some web page file e.g. .xhtml file in VPE editors JBDS comes with this error message:

      Could not open the Visual Page Editor: No more handles (java.lang.UnsatisfiedLinkError: Could not load SWT library. Reasons:
      C:\WINDOWS\Temp\jbdevstudio4\eclipse\configuration\org.eclipse.osgi\bundles\157\1\.cp\swt-xulrunner-win32-3649.dll: This application has failed to start because the application configuration is incorrect. Reinstalling the application may fix this problem
      no swt-xulrunner-win32 in java.library.path
      C:\WINDOWS\Temp\swtlib-32\swt-xulrunner-win32-3649.dll: This application has failed to start because the application configuration is incorrect. Reinstalling the application may fix this problem

      It doesn't occur in related JBT installed from update .zip file.
