If a customer wants to use a HSM component with our Apache HTTP Server through OpenSSL in JBCS 2.4.37 they can't because neither the libchil or openssl-pkcs11 is available.

We should add https://github.com/OpenSC/libp11 to JBCS so that we provide a way to customers to use pkcs11 in order to use their HSMs with OpenSSL. We should also align to RHEL-8.2 version which is 0.4.10

            [JBCS-936] Add openssl-pkcs11 to JBCS

Closing all Verified issues from JBCS except ones from the recent release, 2.4.37.SP10 so they can be briefly reviewed before closing.

After discussion openssl-pkcs11 will only be delivered for RHEL-7
