Sample workers.properties file doesn't match LB config guide suggestion

I noticed while reviewing the LB config guide that the $JBCS/httpd/conf.d/workers.properties.sample file doesn't include the same content as the guide does. The guide's version is a better sample, so we should provide it in the sample config as well.
