There are differences in doc files provided in .zip archive vs .rpm package for httpd component. Typical diff (but varies slightly depending on particular file):

This looks like there is extra option to choose language in docs installed from .rpm package.
This affects both RHEL6 and RHEL7 and basically all .html files for httpd doc.
