No header files for openssl and nghttp2 in zip archives

      In current JBCS zip archives I can see there are no header files for openssl and nghttp2 available (at least I have not found them). When installing JBCS packages from RPMs on RHEL, there are also jbcs-httpd24-openssl-devel and jbcs-httpd24-nghttp2 packages that provide header files for openssl and nghttp2 placed in directories:

      /opt/rh/jbcs-httpd24/root/usr/include/openssl
      /opt/rh/jbcs-httpd24/root/usr/include/nghttp2
      

      I have not found appropriate header files in zip archives. Actually I am not sure whether we want to distribute them via zip at all. If we don't indeed, then please close this Jira appropriately. Otherwise we should narrow this discrepancy so headers are both available from zip and rpm.
