[RHEL9] Upgrade mod_proxy_cluster to 1.3.20 to be in sync with the version used by all other JBCS releases

      It seems mod_proxy_cluster on RHEL 9 distributions is out of sync with the latest. The latest RHEL 9 mod_proxy_cluster RPM is only 1.3.18-1.el9 (https://access.redhat.com/downloads/content/mod_proxy_cluster/1.3.18-1.el9/x86_64/fd431d51/package). Checking the JBCS 2.4.57 SP2 RHEL 9 zip, I also see it is outdated:

      $ strings mod_proxy_cluster.so  | grep "1\.3"
      mod_cluster/1.3.18.Final
      mod_proxy_cluster.so-1.3.18-1.el9.x86_64.debug
      

      So it seems we let the RHEL 9 builds fall out of sync somehow. Can we update these to the latest or ensure they are in sync with the latest on next release?
